A multiplicity of groups are demanding the reorganization or devolution of public programs and services to better meet their members' needs. ' Globalization encourages corporations to find ways of taking economic control of public space by creating new forms of ownership on such things as air, the use of the sea, and space exploration. At the same time pluralization encourages the transformation of public space into territorial space as particular groups come to control public institutions such as schools, hospitals, and other public organizations.

Legitimization for the mosaic is sought in the notion of collective or group rights' (1965, 558). What may be relatively new is the pace of change in the Canadian mosaic's design and composition. What remains an important insight in Porter's work is the connection between race and ethnicity on the one hand, and class and power on the other; he carefully documented the vertical or hierarchical relation between Canada's many cultural groups. Another legacy from his work is the insightful reminder that Canadian society is not just pluralistic but is also stratified into groups with unequal power and status.
