Measuring Political Openness Even if a single, uncontroversial conception of democracy completely dominated discourse on political regimes, which it does not, measuring political openness would be difficult. Assessing the extent of a polity’s openness/closure necessarily involves judgment calls about which criteria to include, how to weigh criteria, how to observe political conditions, who is qualified to observe political conditions, and so on. Nothing is gained by arguing simply that political regime type really cannot be measured precisely.
