Generally contractors are left to carry out the structural design, detailing and scheduling, although this could be by a named specialist subcontractor for some elements of the work, as follows: Often, in a Develop and Construct project. in the pre-enquiry stage, the employer's consultants will obtain quotations, and designs, from specialist subcontractors, and the enquiry will then stipulate that the successful contractor will take on these subconcractors.

These extra costs become compounded because, not only do the subcontractors weigh up the risk and include appropriate contingencies, but the contractor compounds it by adding a percentage to the costs, in addition to including his own contingency. It may even tip the balance and cause one or all the tendering contractors to decline to tender, or to tender without any sense of keenness, which, of course, would be ultimately to the employer's detriment and cost. It must be remembered that the granting of an extension of time by an employer, does not automatically entitle the contractor to recovery of any loss and expense arising from the delay; such losses are only recoverable under the relevant provisions for the adjustment of the contract sum, dealt with earlier in this chapter.
